Would you like to earn up to £60,000 a year? Do you still believe that the true function of local authorities is to outsource and privatise as much as possible, rather than simply do boring things like provide social housing, protect vulnerable people and, occasionally, repair roads?
Above all, are your language skills good enough, and are you entirely fluent in local government jargon, so as to baffle most local residents in Cornwall?
Cornwall Council is looking to hire a Strategic Commissioning Lead, part of a still-growing empire hatched when councillors decided it would be a good idea to appoint a chief executive who hailed from the local authority previously known as “Broken Barnet.”
Only true believers need apply. “Come and be part of our new People Commissioning Team,” says the job advert. “This is an exciting opportunity to join and help build a new integrated people commissioning function at Cornwall Council.”
That Cornwall has an urgent need for a “new integrated people commissioning function” can hardly be denied.
The Strategic Commissioning Leads (there are more than one) report to the Heads of Commissioning. Any failure to speak in terms which are not 100% impenetrable could be grounds for disqualification.
“They will be the subject matter experts and lead on the transformation of significant areas of the council’s business,” says the advert. “They will find solutions to some of the most challenging questions the Council faces, co-designing solutions with stakeholders.

They will work over the medium to longer term horizons always drawing on evidence and international best practice.”
And so it goes on. And on. 37 Hours a week. Deadline for applications 3rd September.

I have just read the following to enlighten myself regarding Council Commissioning.

I’m still at a loss as to what the job(s) entail(s). Regrettably, therefore, I will be unable to apply for these work from home, sickness leave galore, holidays a plenty, big fat salaries and glorious pension benefits positions.
Ah well, I will continue to keep my nose to the grindstone to ensure that I can continue to pay my Council tax and not end up in jail.
This is called empire building by Mrs Kennally. Her wife, Mrs Rothero, is 2nd in command and the Heads of Commissioning report to her. The Social/Adult/Children’s etc.budget is probably in excess of half of the council budget. £700m of a budget of £1.4 billion. By the time they have recruited all these staff to populate the new state of the art regime (Barnet Best Practice) such as Commissioning Leads, Commissioning Managers, actual Commissioners maybe!! then the projected budget will no doubt be exceeded producing what is euphemistically labelled a Negative Profit. Of course, with a Negative Profit, services cannot be commissioned so they will have to be cut. Not the Commissioning Staff, the Services!!
