  1. No one mentions the cost or burden of administration for the business community, Will they be compensated for the additional cost, or as usual be expected to be unpaid tax collectors. There will also be a significant extra cost of collection for Cornwall Council. Systems, manpower, training etc. I wonder whether this has been factored into the calculations?
