  2. I have to sy that the lack of transparency shown by CC in rushing this through alone justifies a Judicial review application. There is no obvious distinction between an HCO and the planned HCS. Moreover it is of concern that the Chief executive of CC should be the sole commissioner for a scheme or organisation for delivering efficient health care as well as adult social care across the county. The record of CC in other areas hardly inspires confidence.
