  1. This is the end of the public library service. The Town Councils taking on the ‘statutory responsibility’ that Cornwall Council is abandoning will find themselves in severe financial difficulty as they see the ‘real’ costs escalate. These volunteers do not have, on the most part, the financial nous or strategic business heads to make the venture viable. Their ‘blue sky’ thinking will be their downfall.
